Holding Tax Management System
1. Application submission
(a) The application can be submitted by the applicant by any of the following available options :
(iii) Applicant can apply for new holding or ownership change or Extension through ‘Orissa Online’http://www.orissaonline.gov.in
(i) The application can be submitted by the applicant from home online through ‘Citizen Services’ in the eMunicipality website, http://www.ulborissa.gov.in
(ii) The application can be submitted at the various counters in the different municipality offices
(b) At the time of submission, citizen should know the following things :
(i) Government fee and User charges (eg. The Registration fees etc.)
(ii) Time line for delivery of services. It shall include the total number of days for providing services plus number of holidays
(iii) Attachments to be submitted at the time of filing applications
(iv) Printing fees (New Holding Certificate Printing)
(c) All the supporting / mandatory documents should be submitted to the Tax Collector
(d) The Tax Collector submits all the details provided by the applicant in the system using his login credentials
(e) After submission of all details by the Tax Collector officer, a receipt (containing the application number) is provided to the applicant to keep track of the whole process
(f) The application forwarded by the Tax Collector will be accessed and approved/ rejected by the concerned higher authority using his login credentials
(g) Provision for tracking the application details from home has already been incorporated in Citizen Services
2.Application for New Holding
(a) Processing of applications should be on First In First Out Out basis
(b) Tax Collector will collect the details from the owner and issue a receipt along with the application number to the owner by which the owner can keep track of the process
(c) The Tax Collector will then go for a inspection of the holding wherein he will ascertain the size of the plot and other details and then calculate the tax in accordance with the methods used in the said ULB
(d) The application will then be forwarded to the Tax Daroga who can either approve, return or reject the application.
The application will then be forwarded to the Deputy Commissioner if it is a Corporation or the Executive Officer in case of a Municipality who can either approve, return or reject the application
(f) If the Tax Amount is greater than Rs 10 Lakhs, the application will be forwarded to the Commissioner for approval, else the process will be over at the Deputy Commissioner or Executive Officer.
(II) Application for Extension of Holding
(a) Processing of applications should be on First In First Out Out basis
(b) This process can be carried out only if all dues pertaining to the said holding have been cleared
(c) Tax Collector will collect the details of extension of the holding from the owner and issue a receipt along with the application number to the owner by which the owner can keep track of the process
(d) The Tax Collector will then go for a inspection of the holding wherein he will ascertain the size of the plot and other details and then calculate the tax in accordance with the methods used in the said ULB
(e)The application will then be forwarded to the Tax Daroga who can either approve, return or reject the application.
(f)The application will then be forwarded to the Deputy Commissioner if it is a Corporation or the Executive Officer in case of a Municipality who can either approve, return or reject the application.
(g) If the Tax Amount is greater than Rs 10 Lakhs, the application will be forwarded to the Commissioner for approval, else the process will be over at the Deputy Commissioner or Executive Officer.
(III) Application for Change of Ownership
(a) The property owner applies for the change of ownership.
(b) The documents required are : Completed “Ownership Change Form” and Photocopy of the Sale Deed.
(c) The corresponding holding number is searched by the tax collector and status is changed to “Pending (with Court)”.
(d) Application is forwarded to the Court by the respective ULB.
(e) After the appropriate proceedings are successfully completed, affidavit papers are issued to the ULB by the court which suggests transfer of ownership.
(f) Respective changes are made in the system by the tax collector and verification is done
(g) After verification is successfully completed by the Tax Collector the status is changed to “Approved by Tax Collector”, it is sent to the Tax Daroga for verification.
(h) After verification is successfully completed by the Tax Daroga, the status is changed to “Approved by Tax Daroga” and it is sent to the Deputy Commissioner for verification.
(i) After all the verifications are completed, the status is changed to approved and a new ownership change record is created with the existing holding number
3. Delivery of Certificate
(i) Once the holding number has been generated and the holding tax has been paid, a holding number certificate is generated and handed over to the property owner by the Tax Collector
4. Complaint filing, Grievance redressal & MIS report
(i)In case any error is found in the certificate issued, then the applicant can follow a correction process. The ULB officer will make the respective corrections in the document and issue a new certificate to the applicant
MIS reports should be generated for the ULB officers – Collection Register, Holding Issuance Register, Notice Issuance Register
The complaint filing & grievance redressal for the citizen should be done free of cost through ‘Citizen Services’
5. Time line of Processing of applications
Time line for processing of applications/ enquiry/ approval/ delivery of certificates may undergo changes as per future requirements of users and Government
6. Data Digitization
The digitization for legacy data of last 3 years(2007-08, 2008-09 and 2009-10) in continuing in different ULBs by deploying adequate manpower and resources. The concerned team members should visit regularly and meet with concerned officials.
7. Field Visit
The Tax Collector will visit the holding after the application has been submitted by the property owner and verify the submitted data
8. The Application should conform Service Oriented Architecture (SOA )and Web services standards and follow open standards
